Strategy and Planning Section
The Strategy and Planning Section enhances the promotion of the real-world implementation of university-owned intellectual property that the Office for Open Innovation is responsible for, and it supports the strengthening of activities within each division. Additionally, it is responsible for formulating and implementing inter-division collaboration strategies and the overall strategy of the Office for Open Innovation.

Project Associate Professor
Shinsuke Omaki joined the Strategy and Planning Section in June 2025 with a focus on entrepreneurial education that shapes the future and the social implementation of advanced technologies. After graduating from university, he began his career at a major leasing company, followed by joining the launch of a human resources services firm. In July 2001, he joined GLOBIS Corporation, where he designed and facilitated numerous corporate education programs, including executive development,and new business creation. As a director, he was involved in departmental management and also launched a new service team, leading initiatives such as accelerator program development. He also served as a mentor for startups from the GLOBIS University Graduate School of Management. Since July 2021, he has been working at the Matsuo Laboratory of the Graduate School of Engineering, the University of Tokyo, and at Matsuo Institute, Inc., where he has led the scaling of the lab’s AI course portfolio. He has contributed to building an ecosystem that fosters student entrepreneurship.He holds a BA in Economics from Ritsumeikan University and a Master of Technology Management from Tokyo University of Science.

Yuji Fukuyama joined the Strategy and Planning Section in November 2023 to contribute to society through collaboration between academia and business and the creation of a startup ecosystem.
Fukuyama began his career working at a major distribution company, before moving to HR at Recruit. Gaining experience working as a corporate agent in the agent business, he then transferred to the RPO side of the company, which was a new in-house business at the time. After primarily being in charge of project management for solutions for large-scale clients, he served as the organizational head, where he was responsible for projects, member management, and structuring and proposing new projects.
Fukuyama has a B.A. in Economics from Keio University.
Naoyuki Watanabe

He served for 12 years at Japan’s Ministry of Foreign Affairs, where he was engaged in economic policy, development cooperation, and United Nations–related policy. His overseas postings include France, Africa (Benin), and Canada (Montreal). He also worked at the Office of Global Communications of the Prime Minister’s Office, contributing to strategic international communications in both English and French.
He subsequently joined a multinational consulting firm, where he worked on digital transformation initiatives in emerging and developing economies. Through projects in Bhutan, India, Mauritius, Vietnam, and Morocco, he collaborated with technology startups and corporate entities to address societal challenges using data-driven approaches, thereby putting impact-oriented thinking into practice.
He holds a Master’s degree in International Relations History from the University of Strasbourg, France. He is a holder of the CFA UK Certificate in Impact Investing. He is also a PR Planner certified by the Public Relations Society of Japan (PRSJ) and serves as an SSA Associate of the New Energy and Industrial Technology Development Organization (NEDO), supporting R&D-driven startups.

Nao Taishi joined the Strategy and Planning Section in February 2025 with the goal of delivering new value from universities to society. She began her career at an education company before moving to a consulting firm specializing in small and medium-sized enterprises. She then joined FCE Inc., where she gained extensive experience in the education, corporate training, and publishing industries, focusing on marketing, PR, and new business development. At FCE, she played a key role in planning and promoting an online program for innovation talent development which sparked her interest in startup creation. In publishing, she was responsible for promotional activities for The Seven Habits of Highly Effective People in Japan, while also serving as an editor for related publications. Additionally, she led the launch of new businesses related to community building and certification programs. To systematically explore the process of creating new value, she pursued research in design thinking at the Kyoto University of the Arts Graduate School, earning an MFA. She holds a B.A. from the Faculty of Letters, Keio University.
